In a pressure cooker add oil ,1 onion sliced saute it then add cleaned mutton and saute on high flame for 5 mins then add peppercorns ,1/2 of gingergarlicpaste , bayleaf ,cloves then tie coriander seeds and fennel seeds in a muslin cloth and add to it , lots of water salt ,and cook it , strain the mutton and keep the stock aside.
In a pan add oil, cumin seeds , cardomom, cinamon ,ginger garlicpaste,greenchilli , handful of coriander leaves saute till raw smell goes then add coriander powder , garam masala ,yoghurt , bengal gram soaked, then add mutton ,soaked rice ,stock salt cook till done
